The Utilities Department requests City Commission approval to execute continuing professional services agreements with Stantec Consulting Services Inc. as the primary consultant and Willdan Financial Services as the secondary consultant for Utilities Rate, Financial Planning, and Organizational Services.
The City issued RFP 26-040 on April 23, 2026, to obtain professional consulting services for utility rate studies, financial planning, organizational assessments, development fee analyses, and other utility financial consulting. Following a competitive solicitation process, Stantec Consulting Services Inc. and Willdan Financial Services were selected as the most qualified firms to provide these services.
Both firms will provide specialized consulting services on an as-needed basis through individual work authorizations, subject to available funding and City approval. Pursuant to City Code and sound utility financial management practices, the Utilities Department periodically evaluates utility rates, revenues, expenditures, capital improvement needs, and organizational performance to ensure the continued financial sustainability and operational effectiveness of the City's water, wastewater, and stormwater utility systems.
The selected consultants will provide technical expertise in rate studies, financial forecasting, cost-of-service analyses, organizational assessments, development fee evaluations, and other related services necessary to support long-term utility planning, regulatory compliance, and informed decision-making. City Commission approval is requested to establish these professional service agreements and provide the Department with qualified consulting resources to support the ongoing management and financial sustainability of the City's utility systems.
