Summary Explanation/Background:


The City has partnered with OpenGov, Inc. since FY 2016 with the Financial Transparency site and in FY 2018 the City procured additional cloud-based services to include the Budgeting and Planning and Reporting and Analytics Modules.


Budgeting and Planning - This module streamlined the City’s budgeting process and allowed all departments to reduce manual and clerical efforts while analyzing and submitting their recommended budgets for the following fiscal year. Furthermore, it provides a central collaborative location to develop budget scenarios, workforce projections; utilize dashboards to visualize and monitor historical and current budget to actual revenues and expenditures.

 

Reporting and Analytics - This module includes the Financial Transparency site, which allows staff, residents, businesses and visitors to visualize the ’Citys Annual Budget COPB Report <https://controlpanel.opengov.com/reports> (Historical) as well as, the Current Fiscal Year: Budget to Actual COPB Report <https://controlpanel.opengov.com/reports>

 

The Online Budget Book or otherwise known as the Digital Budget Book, is a new initiative the Budget Office will undertake in the Fall of 2023. The digital budget book will comply with ADA requirements and GFOA Distinguished Budget Presentation Award Criteria.


Based on the successful implementation of the application and the continued collaboration between the City and OpenGov, Inc. the Budget Office recommends approval of the agreement for FY 2024-2028.
