Summary Explanation/Background:
To approve a new five-year service agreement for Circuit Transit Inc. (Circuit) for the continued provision of micro-transit rideshare services.
The City initially entered into an agreement with Circuit on February 23, 2021, via Ordinance 2021-44. Since that time, Circuit has provided year-round point to point transportation services to residents, visitors and employees. This service has been essential in supporting retail growth on the barrier island and has helped mitigate traffic impacts. As we continue exploring route extensions westward into nearby residential neighborhoods, and ultimately the creation of longer routes connecting the east and west ends of the City, this service remains a critical mobility resource. In February 2025 Commission approved a one-year extension of the agreement with Circuit Transit Inc. through Ordinance 2025-27.
On July 15, 2025, the City issued a Request for Proposals ("RFP") No. 25-015 for Micro-Transit Transportation Services. After evaluation, Circuit Transit, Inc. was the most responsive and responsible proposer by the selection committee.
The City received a matching grant from the Florida Department of Transportation (FDOT) in July 2020 to support the funding of this program. This funding will continue through 2025. In March 2025 the Commission approved the acceptance of an additional FDOT grant funding by Ordinance 2025-32, enabling expansion of the service area into the Harbor Village neighborhood. Staff continues to pursue additional grant opportunities to offset service costs and support further expansion into western and residential areas of the City.
