Summary Explanation/Background:

In September of 2020, the City Commission adopted Resolution 2020-243, Sustainability Strategy and 8-Phase Workplan, completing a 2019-20 High Priority Strategic Plan Action Agenda Item. In April of 2021, the City Commission accepted Phase 1 of the Workplan via Resolution 2021-168, which included of a greenhouse gas emissions reduction target of net-zero by 2050. Phase 3 of the Workplan is to produce a Sustainability Project Portfolio of recommended municipal projects to assist in achieving our set sustainability goals. The goals and general project ideas were previously accepted in the Phase 1 Study. The purpose of this document is to develop the details of each project, and to provide detailed costs/benefits and an implementation schedule.

The City authorized a grant agreement (Resolution 2022-11) from the Florida Department of Economic Opportunity to produce this Sustainability Project Portfolio. The City, using grant funds, hired RS&H in fall of 2021 to prepare the portfolio of recommended projects. As required by the above noted grant, the City of Pompano Beach must present the Pompano Beach Sustainability Project Portfolio at a public meeting.

The attached report (Exhibit A - Sustainability Project Portfolio) includes a summary of sustainability planning efforts to date, a summary of engagement and collaboration with City Staff, a summary of sustainability benefits of the various projects such as their contributions to the City’s emissions goals as well as a cost/benefit analysis of each project, and finally, the report provides a project implementation plan.
