Staff is proposing text amendments to Code of Ordinance Chapter 152, in order to eliminate the plans examination line item fee for building permits.
The majority of building permit fees are assessed through the fees listed in 152.12(A)(1), which range between 2-2.5% of the estimated in-place cost of construction. In addition, there is a secondary “plans examination fee” included in Section 152.12(B)(1)(a), which consists of .6% of the estimated cost of construction. This secondary fee has been a source of confusion for residents, the building community and staff. A 2019-2022 fee analysis shows this fee amounts to an average of $914,107 in revenue annually and can only be expended on Building Inspections related efforts. Staff is proposing to eliminate the second “plans examination fee.” This amount is a small fraction of the Building Department’s building permit revenues (total revenues average $13,002,026 annually), and can easily be absorbed into the existing budget. The text amendment is designed to simplify the permit fee schedule, while also ensuring there remains resources to meet the operational demands of the Pompano Beach community and meet the operational expenditure needs of the department.
