This P&Z application is able to meet all of the Fire Department requirements at this time for Site Plan Review. However, the petitioner shall maintain all proper fire department access and water supply requirements as per chapter 18 of NFPA 1 as amended from time to time.

Unresolved (Ref #92) 55. Show how requirements from 155.5203.D.5 VUA Landscaping are being met. Provide a minimum of 10’ on the west bldg. and 14’ on the east building of landscape areas between a vehicular use area and an abutting building. Provide what is required vs. what is going to be proposed as to a superior landscape design.

Unresolved (Ref #95) 8. As per 155.5401.C. remove light poles from required VUA areas, perimeter landscaping strips, landscaped islands in parking bays, landscaped areas between parking bays, and landscaping between vehicular use areas and buildings.

Info Only: This site plan is being reviewed as a Minor Site Plan as there is no additional buildings proposed and the proposed work is only for the site circulation, outdoor display, and drainage

 

Unresolved: 1. A Special Exception for the outdoor display is required to be approved by the Zoning Board of Appeals for the proposed outdoor display of cars. The previous development order has expired as of July 24, 2024.

 

Unresolved: On Site Data Table, revise the site area to match the results of the survey. The current site plan lists the information from BCPA, which historically can be inaccurate.

Unresolved: 6.                     Label all the sodded areas on the site plan to match the landscaping plan. Verify the pervious measurement on the site plan as I measured less than  5,000 sq ft of pervious.

Unresolved: 10. Please provide in greater detail what is meant by vehicle detailing and upkeep.  Clarify in the narrative if the proposed business will include service, repair, installation, and/or maintenance of the vehicles for sale. What this is meant to answer is if the business also does (repairs, body work, car washing open to others, or maintenance (aka oil changes/ tire changes) A used car dealership with maintenance as described above requires a type B buffer on all sides.

Unresolved: 13. Vehicular Use Area Landscaping:  Perimeter landscaping strips shall be provided and maintained around the perimeter of a vehicular use area to screen view of it from any abutting public right-of-way, private roadway, alley, property, or waterway The minimum width of the perimeter landscaping strip shall be: Ten feet in all other developments on lots greater than 100 feet wide; landscaping buffers are not meeting the required width. If they cannot be made bigger, seeking relief would be required to satisfy this.

Unresolved: A landscaped island shall be provided at each end of every row of parking spaces. Where a row contains ten or more parking spaces, additional landscaped islands shall be provided at a spacing of no greater than one island for every ten parking spaces.

Since the parking requirement has been established at 12 spaces based on the current floor plan layout, parking space number one would be better utilized as additional display area, as the parking row configuration would otherwise require the installation of a landscaped island.

 

Unresolved: Add a note to the site plan on how many vehicles for display can be accommodated on the site.

Unresolved: is the proposed lightning for the site proposed with wall packs?  Please note that wall packs are not permitted (a way to get around using wall packs would be to pole mount the wall packs) and be shielded.

 Sheet 009 PH-2 show detail to ensure that the lightning options are shielded.  all lighting above 900 lumens shall be concealed or shielded with full cut-off style fixture with an angle not exceeding 90 degrees to minimize glare and unnecessary light diffusion onto adjacent properties and streets (155.5401.G). Provide the photometric details for all proposed exterior wall lighting.
