REQUEST

The applicant, the City of Pompano Beach, requests approval of a Comprehensive Plan text amendment adopting the amended policies associated with the Water Supply Facilities Work Plan (WSFWP) update for the planning period 2025-2045. The amended policies are in the:

                     Potable Water Sub-Element and the

                     Conservation Element

The update ensures compliance with §163.3177(6)(c), Florida Statutes, which requires local governments to revise their WSFWP and associated Comprehensive Plan policies within 18 months after the South Florida Water Management District (SFWMD) adopts the update to the Lower East Coast Regional Water Supply Plan which occurred in September, 2024.

BACKGROUND

The SFWMD adopted the most recent Lower East Coast Water Supply Plan Update in September, 2024, triggering required updates to local government potable water planning.

The City of Pompano Beach owns and operates its Water Treatment Plant, providing potable water to approximately 84 percent of its residents as well as to Lauderdale-By-The-Sea.  Broward County Water and Wastewater Services provides potable water services to the remaining Pompano Beach residents. Emergency and supplemental interconnects exist with other surrounding municipalities. The City's last WSFWP update was adopted in 2020, and an update is now required for compliance.

The 2025-2045 WSFWP:

                     updates population and potable water demand projections.

                     reflects current available potable water treatment capacity and consumptive use permit conditions.

                     identifies alternative water supply projects consistent with regional strategies.

                     suggests revisions to related Comprehensive Plan policies as a result of the updates.

ANALYSIS

A. Consistency With §163.3177(6)(c), Florida Statutes

Florida law requires Pompano Beach to:

1.                     Adopt a water supply facilities plan covering at least 10 years.

2.                     Coordinate with the South Florida Water Management District’s Lower East Coast Regional Water Supply Plan.

3.                     Update the Comprehensive Plan to incorporate potable water facility needs, level of service (LOS) standards, conservation programs, and capital projects.

The 2025-2045 WSFWP fulfills these statutory requirements.

B. Consistency with the SFWMD Lower East Coast Water Supply Plan

The WSFWP incorporates the regional plan’s goals:

                     protection of the Biscayne Aquifer;

                     saltwater intrusion prevention;

                     maximizing conservation and reuse;

                     promoting alternative water supply development;

                     ensuring long-term reliability of regional supply sources.

City capital projects, such as wellfield rehabilitation, water treatment process upgrades, water distribution system upgrades, reuse system enhancements, and monitoring wells, support these regional strategies.

C. Proposed Amendments to the City of Pompano Beach Comprehensive Plan

The full text of the amendments to the Potable Water Sub-Element and the Conservation Element is attached and the changes are summarized below.

Potable Water Sub-Element Policies

Updates reflect the following:

                     revised level of service standards per recent data analysis;

                     available treatment capacity and treatment methods to remove PFAS from treated water;

                     the need for changes to the Consumptive Use permit by 2030 to accommodate the removal of PFAS from the water supply;

                     water demand calculations for new development;

                     reclaimed water infrastructure installation for new development and mandatory connection once reclaimed water is available;

                     the expansion of reuse infrastructure and consideration of potential Alternative Water Supplies (AWS) to meet water demand through 2045.

 

Conservation Element

Updates reflect the following:

                     the discontinuation of all ocean outfall of wastewater effluent by the end of 2025 as required by the Ocean Outfall legislation;

                     explore additional sources of AWS.

STAFF RECOMMENDATION

As these amendments are consistent with §163.3177, F.S. and with the 2024 SFWMD Lower East Coast Water Supply Plan Update, staff recommends APPROVAL of the City of Pompano Beach 2025-2045 Water Supply Facilities Work Plan related Comprehensive Plan text amendments to the Potable Water Sub-Element and the Conservation Element.
