Summary Explanation/Background:
Resolution approving an amendment to the City’s FY 2024-2027 Local Housing Assistance Plan (LHAP) to incorporate the required manufactured housing compliance provisions and authorize submission of the amended LHAP to the Florida Housing Finance Corporation (FHFC).
On June 26, 2026, Governor Ron DeSantis signed Senate Bill 594 (SB 594) into law, effective July 1, 2026. The legislation establishes new requirements applicable to the State Housing Initiatives Partnership (SHIP) Program, beginning with Fiscal Year 2026-2027. These changes relate to manufactured/mobile homes and mobile home parks and require each LHAP to include a strategy addressing manufactured housing.
The required manufactured housing strategy must include provisions for:
1. Relocation Assistance - Assistance for manufactured/mobile home owners and tenants who are displaced due to the closure of a mobile home park.
2. Lot Rent Assistance - Assistance with lot rent for owners of manufactured/mobile homes for a period not to exceed six months.
3. Rehabilitation and Emergency Repairs - Assistance for the rehabilitation and emergency repair of eligible manufactured/mobile homes.
4. Removal of the 20 Percent Cap - The legislation repeals the previous SHIP limitation that capped expenditures for manufactured housing at 20 percent.
The proposed LHAP amendment was conditionally reviewed and approved by FHFC on July 7, 2026. Final approval by FHFC is contingent upon the City’s submission of the executed Resolution approving the amendment.
