Summary Explanation/Background:

The Applicant, Michael Vonder Meulen of Keith, Inc., on behalf of 1621 S. Dixie Hwy, LLC, has submitted a request for 188 flexibility units for the 5.13-acre property located on the southwestern corner of South Dixie Highway and West McNab Road.  The applicant is requesting Flex Allocation for increasing residential density on residential land use, as well as requesting residential units on commercial land use for an overall density of approximately 45 units per acre.  The property is within the City’s flex receiving area and is eligible for flex units.  The site is zoned B-3 and B-4, and a concurrent application has been submitted to rezone the B-4 property to B-3 (P&Z: 19-13000008).  If the B-3 rezoning is approved, the site could accommodate the requested 188 units under the approved density for the site.  The Planning and Zoning Board unanimously recommended approval of this request at their meeting on August 28, 2019 with six conditions (see attached P&Z Approval Memo #19-038 & the P&Z Minutes Excerpt). The P&Z Board approval conditions have been included in the resolution. On this agenda are two companion items concerning the subject property, which include the rezoning request (mentioned above) and a Plat request.
