1. Territorial Reinforcement and Access Control - Trespass, Wayfinding, Ground Rules & Other Signage

a. Way-Finding signage must be clear and prominently posted in appropriate areas indicating safe directional travel routes to warn and avoid users from getting confused and wandering into potentially unsafe and dangerous areas that might expose them to increased safety and security risks.


2. Security Strengthening - Burglar Security Alarms/ Safes - Physical & Mechanical Security Strengthening

a. For Commercial and Industrial: Install hard wired burglar security alarms and safes at any commercial property, retail businesses and residential management offices, and/ or wherever valuables of any kind are stored such as cash, jewelry, electronic equipment such as computers, monitors, and any other costly inventory, including potentially sensitive or personal or business identification documents, electronic files or financial information etc., that are frequently targets of theft, frauds, burglaries and robberies. Alarms must be monitored and activated whenever businesses are closed, or all personnel are out of the building offices.

b. For Commercial and Industrial: Burglary / Intrusion / Sensor alarms must be activated whenever the business is closed, or all authorized personnel are out of the business.

c. For Commercial including COMMERCIAL RESIDENTIAL/ Hotels/ Multi-Family with Security/ Front Desk Receptionists / Hosts (if any): Install a fixed concealed silent panic duress alarm at main entrance AND a portable lanyard for redundancy in the event the fixed alarm is compromised due to the fixed alarm post being vacant, or for any serious incident such as an active killer or other emergency.

3. Parking Garage &/ or Lot, and Adjacent Access Egress and Perimeters:

a. Parking garages and lots have one of the highest crime rates therefore the following facts must be thoroughly acknowledged and addressed:

b. Parking spaces should be clearly and individually marked and assigned for owners/ authorized guests use only. (In the case of a retail, restaurant or like business this is optional)

c. Post signage in parking areas forbidding vehicles other than owner''s/ authorized guests to park and loiter in private parking lot.

d. Post towing sign and enforce tow away policy consistently concerning illegally parked or abandoned vehicles.


4. Miscellaneous: CPTED & Security Strengthening

a. Install anti-vehicular impact traffic safety bollards and/ or large heavy, preferably lighted, planters along street front pedestrian entrance and exit areas to prevent serious vehicle intrusion accidents/ incidents.

b. If the building/ development has a Wi-Fi system, it needs to be encrypted and password protected. An open Wi-Fi system will attract non-legitimate users to loiter and use the open free Wi-Fi.

 

ZONING

1. The Zoning Table provided does not have any site zoning information.  The site is being reviewed as a whole (which is why its only a minor site plan) but the plans reference a project limit line that does not have clearly set boundaries to verify the data.

 

2. Provide the capacity of the bike racks

3. Clarify, if the rear will have more than just the two ADA Parking spaces.  For the new parking spaces, please provide the measurement - Please note all new, or modified parking spaces, shall be double stripped.

 

 Markings

         a.   Except for parking areas serving single-family dwellings, each required off-street parking area and space, and each off-street loading area and berth, shall be identified by double striping as well as other surface markings that are arranged to provide for orderly and safe loading, unloading, parking, and storage of vehicles. Such markings-including directional arrows, lettering on signs and in handicapped-designated areas, and labeling of the pavement-shall be maintained so as to be readily visible at all times.

.   Curbing

         a.   Except for off-street parking areas serving single-family dwellings, or off-street parking provided within a Parking Deck or Garage, each off-street parking space shall include a continuous curb.

         b.   The vehicular overhang area shall be no more than 2½ feet wide and shall not be credited toward any required sidewalk or landscape areas.

         c.   In place of continuous curbs, wheel stops may be provided when required for compliance with accessibility guidelines promulgated under the Americans with Disabilities Act (ADA). When permitted, the wheel stops shall be made of concrete, wood, metal, or material of comparable durability, and shall be at least six feet long.

 

4. On the elevations show screening of mechanical equipment -

  A.   Mechanical Equipment

      1.   Applicability

         a.   New Development Screening Standards

            i.   Mechanical equipment mounted on the roof of a building shall be screened by a parapet wall, roof screen, or similar device of a height equal to or exceeding the height of the mechanical equipment being screened, unless exempted by Section 2 (155.5301.A.2 <https://codelibrary.amlegal.com/codes/pompanobeach/latest/pompanofl_zone/0-0-0-39013>. Exemptions).

            ii.   Mechanical equipment mounted on ground level, or mounted within 3 feet from ground level, shall be screened by dense continuous hedges installed in accordance with Section 155.5203.B.2.f <https://codelibrary.amlegal.com/codes/pompanobeach/latest/pompanofl_zone/0-0-0-38613>., Shrubs and Hedges, or semi-opaque fences or solid walls. The height of the vegetation, wall or fence, shall be maintained at least six inches above the height of the mechanical equipment being screened.

         b.   Existing Development Screening Standards

            i.   Any lawfully established development that does not conform to the standards in Section 155.5301.A.2.a <https://codelibrary.amlegal.com/codes/pompanobeach/latest/pompanofl_zone/0-0-0-39013>., New Development Screening Standards, shall not be required to screen any roof-mounted mechanical equipment, unless required to be upgraded as a nonconforming site feature under Article 7, Part 5 <https://codelibrary.amlegal.com/codes/pompanobeach/latest/pompanofl_zone/0-0-0-39871> of this code.

 

5. The photometric plan does not include the vehicular area on the rear of the proposed building expansion. Clarify.

1. Ensure all garbage containers are stored or have an enclosure.
NOTE: Recycling collection is not required, but it is highly encouraged. Commercial recycling collection service may be obtained from a recovered materials hauler.
NOTE: Owners of a commercial property are responsible for securing garbage collection service directly from Coastal Waste & Recycling (as of October 1, 2022).
NOTE: As stated in the Pompano Beach Code of Ordinances, Chapter 96, including Section 96.12(D)(1), all construction and demolition debris removal is the responsibility of the owner. All solid waste generated within the geographic boundaries of Pompano Beach shall be collected by the franchise collector (Coastal Waste and Recycling, at the time of this writing) and disposed of as directed by the city disposal agreement. Notes / No Action Necessary:
-Land use for this parcel is Industrial (I). The proposed use listed on the site plan, site data & narrative describe this as additional offices. The total size of structures is approximately 6,000 square feet (6,335 square feet) which is a permitted use in this land use category.
-The property is platted (Broward County Plat #2 - ORB 159 Pg 16), and was later amended by Instrument #118758217. The plat note restricts the property to 35 acres of industrial use and includes ancillary office uses.
-The property is abuts Blount Road (AKA: NW 30 Avenue). The plat indicates that there is a total of 60 feet of right-of-way, and 30 feet to the centerline that was dedicated by plat. In chapter 100 (Streets and sidewalks), the code requires that the minimum right-of-way width for this roadway is 80 feet. Thus requiring 10 feet of dedication for future right-of-way. The Applicant must dedicate 10 feet of right-of-way to the City, in the future; however, it is not required as part of this application given the minor site plan. Should the applicant wish to do so at this time, the right-of-way in front of this property does not comply with the minimum right-of-way.
-The city has sufficient capacity to accommodate the proposal.
