1. Comments response is vague, inaccurate and many corrections appear not to have been made.

2. Please provide an overall landscape plan to accompany this submittal. Overall landscape plan not provided as stated in the comment’s response sheet.

3. Tree disposition continues to show all existing trees to remain with some of these trees located in proposed dry retention areas where grades will be changed thereby affecting the trees in question. Clarify trees #3, 6, 7, 9-14.

4. Provide the dollar value for specimen trees, height on palms, and DBH of all non-specimen trees removed vs. the dollar value, palm height, and caliper of trees replaced. Remove values from all non-specimen trees.

5. As per 155.5204.E.b.i-iv; Mitigation is to be above and beyond required plantings. Mitigation table on LP-2 does not address this comment; mitigation table is incorrect.

6. Provide methodology for tree appraisal as all values appear to be low. All trees are to be appraised based on the Rule 14-40.030, Florida Administrative Code, provide worksheets for all the trees appraised. Provide average wholesale values used and condition ratings appear low.

7. Provide a data table showing how the site is meeting the requirements of 155.5203. C Minimum Site Development Landscaping for the entire site, including the area to the west for the overall square footage. No data table was found. Jatropha and Lipstick palms do not qualify. A complete data table not provided, only code sections reflected; example- street tree, perimeter, buffer requirements.

8. Provide 10’ perimeter landscaping strip requirements around entire property as per 155.5203.D. This is to be a clear measurement not to include vehicular overhang. This shall include trees, shrubs, sod, etc. Site still does not show VUA Perimeter trees along the north side. Scoot all the rest of the VUA trees to the center of the 10’ strip. Show street trees, out by the street.

9. Remove utilities and FDC’s from required landscape parking islands. NE corner of building.

10. As per 155.5203.D.4., a landscaped island shall be provided at each end of every row of parking spaces and per every 10 spaces. Landscape parking islands are to be a minimum 8’ wide and contain trees, sod and irrigation. Scoot trees to the front. third of the islands to get the shade out over the asphalt.

11. Show how requirements from 155.5203.D.5 VUA Landscaping are being met. Provide a minimum of 16.5’ of landscape areas between a vehicular use area and an abutting building, on all sides. East and west building faces. Comments not met by what was provided and measurements not shown on the landscape plan as indicated in the comment’s response.

12. As per 155.5203.D.5 VUA in part, the Development Services Director may grant modifications to the required landscaping between vehicular use areas and buildings for development that provide at least 50% of the required width, subject to providing superior landscape design that includes a minimum of trees or palms as follows within the subject area and must include one or more of the following elements:

i. Palms must be provided in multiples (doubles or triples);

ii. If palms and trees are combined, one row of shrubs can be provided;

iii. If palms or trees are provided, shrubs must be included in layering or height tiering with a minimum of 2 layers or tiers;

iv. If trees are provided, design must include a minimum of 2 species;

v. Trees or palms must be a minimum of 14 feet in height;

vi. Layered or height tiered shrubs are provided in variety with a minimum of two (2) species;

vii. Suspended pavements systems are provided for the adjacent vehicular use area.

13. As per 155.5401.C. remove light poles from required VUA areas, perimeter landscaping strips, landscaped islands in parking bays, landscaped areas between parking bays, and landscaping between vehicular use areas and buildings. Provide radii on the landscape plan as there appears to be continued conflicts.

14. Provide Street Trees at 1:40’ as per 155.5203.G.2.c. please incorporate flowering trees, for a total of 40. Please locate street trees in the ROW swale, along with sod and irrigation. There is some confusion on which trees shown on the plan being street trees or VUA trees. Either way adjust the locations and add trees accordingly.

15. Please provide spreading large canopy trees in the parking islands to help create shade and reduce the urban heat island effect.

16. LP-2 sheet indicates 129 Green Buttonwood trees. Dilute numbers by adding additional species such as Mahogany.

17. Remove gallon references from plant list and provide height, width and spacing.

18. Clarify tunnel access area west of north entrance. Provide reason for chain-link fence and ingress egress cutting into required landscape area.

19. Provide a detailed comment response sheet as to specifically how comments have been addressed at time of resubmittal.

20. Additional comments may be rendered a time of resubmittal.

ZONING

Jonathan Cady | Jonathan.Cady@copbfl.com

Pending Resubmittal

1.                     Update the CPTED plans to reflect the new layout of the proposal for the site. (e.g. dumpster location and wheelstop in loading area).

2.                     This section was not revised with the last submittal. Chain link fencing is prohibited within 15 feet of the right-of-way and, therefore, cannot connect to the street at this location. Update all plans to ensure chain link fencing is not proposed, including removing any references to chain link on the landscape plan and other related documents. While this has been corrected on the Site Plan, other plans, such as the Landscape Plan, still show chain link fencing and must be updated accordingly.

3.                     Per Section 155.5602.C.6.a, “The use of aluminum siding, vinyl siding, corrugated metal siding, or other metal cladding other than decorative or ornamental metal siding is prohibited on any facade visible from a street right-of-way.” Based on the submitted elevations, the design does not comply with this code section. (Subject to AAC approval) Metal wall Panel with Embossed subject to AAC approval for decorative or ornamental metal siding. (Info Only).

4.                     Please be advised that this project requires approval from AAC and based on the design proposed there is a chance of denial and request of redesign of the roofline of the pitched roof and of the east and west facades with minimal architectural treatments. (Info Only).

5.                     Please note that you may be subject to additional comments depending on the revisions provided with your next submittal. (Info Only).

PLEASE NOTE: Applications that require resubmission to the DRC have 45 days from the time of original DRC meeting in which to resubmit. Applications that fail to be resubmitted before the completion of these 45 days, or fail to receive a time extension from the Development Services Director, shall be considered withdrawn (§155.2304.B).
