Summary Explanation/Background:

This item will approve a Service Contract between the City and New Horizon Community Development Corporation, Inc. to operate a Summer Youth Employment Program (SYEP). The New Horizon Community Development Corporation (NHCDC) is a 501(c) (3) non- profit organization which has been in existence since 1997. NHCDC has operated the SYEP in the City of Pompano Beach and was awarded funds which served 80 students in 2016, 96 in 2017, 90 in 2018, and100 students in 2019. During COVID-19 in 2020 and 2021, NHCDC served 40 at risk youth and their families. The program is scheduled to run from June 17, 2022 to July 28, 2022.

The State of Florida’s minimum wage is scheduled to gradually increase from $8.65 an hour to $15 an hour by September 2026. The first increase was on September 30, 2021 raising the current State minimum to $10 per hour, which will affect the program financially. NHCDC is taking initiatives to maximize the program’s viability by reducing the number of targeted students to 50-60 at risk youth and their families, reducing the length of the program from 8 to 6 weeks, as well as requesting less funding. Even with these adjustments we will still exceed our strategic plan goal of serving a minimum of 30 students. The requested total amount for this agreement is $101,184.00.

This initiative is part of the City of Pompano Beach’s Strategic Plan, Quality and Affordable City Services Item 5.4.66. The goal of the initiative is to work with the Summer Youth Employment Program to provide employment to a minimum of thirty (30) economically disadvantaged students within the Pompano Beach City limits during the summer of 2022.  This initiative will allow the youth to obtain meaningful work experience, develop social skills and a sense of responsibility. 

The participants in the program will work with only local businesses and firms in Pompano Beach. These local businesses offer various in-kind service to the participants, such as, on the job training and skills development. In addition to developing work experience, the participants also, gain valuable life skills through a series of training classes that will aid them in their future successes as young adults.
