Summary Explanation/Background:
The Edward Byrne Memorial Justice Assistant Grant (JAG) Program is a formula grant to counties and municipalities based on crime and statistics. Seventeen (17) jurisdictions within Broward County’s borders are eligible to apply for $493,448. The U.S. Department of Justice, Bureau of Justice Assistance (BJA) has identified Broward County as disparate. As a result of the disparity the seventeen (17) jurisdictions must identify a fiscal agent and submit a joint application.
BJA released their FY 2018 Local Solicitaion for the JAG program on July 20, 2018. In August 2018 the City was identified as the fiscal agent that would submit the joint application. The application was due and submitted on August 22, 2018. This Resolution, ratifies the application made to the granting agency which was submitted prior to the deadline of August 22, 2018.
In general, JAG funds awarded to a unit of local government under this FY 2018 solicitation may be used to provide additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for criminal justice, including any one or more of the following:
• Law enforcement programs
• Prosecution and court programs
• Prevention and education programs
• Corrections and community corrections programs
• Drug treatment and enforcement programs
• Planning, evaluation, and technology improvement programs
• Crime victim and witness programs (other than compensation)
• Mental health programs and related law enforcement and corrections programs, including behavioral programs and crisis intervention teams.

Origin of request for this action: Finance Department
Fiscal impact and source of funding: Total projected grant award to all 17 jurisdictions in Broward County will be $493,448. The City’s allocation will be $109,709 to be used as follows. $67,071 towards homeless outreach and support and $42,638 toward costs associated with administering the award. There is no matching funds requirement.
