Summary Explanation/Background:
The property owner, FR NW 12 Terrace, LLC., is requesting a plat approval for the subject property The site is bounded by the FEC railway to the North; I-95 to the East; NW 10th Street to the South; and FEC railway to the West. The site area includes 19.374 acres and is currently vacant. The proposed plat will restrict the property to drainage on Parcel A and a maximum of 500,000 square feet of Industrial use on Parcel B. A Site Plan has not been submitted as yet; however a conceptual plan has been included with this Plat request (see attached). As shown in Attachment I, the Review standards found in Section 155.2410. D. state that an application for a Plat shall be approved only on a finding that the proposed subdivision or development on the lots proposed to be platted meets all of the following standards:
1. The development complies with the applicable standards in Part 7 (Lots) of Article 5: Development Standards;
2. The development complies with all other applicable standards in this Code;
3. The development complies with all requirements or conditions of any applicable development
orders (e.g., Planned Development);
4. Any land within the platted lot(s) that is necessary to comply with the Broward County Trafficways Plan has been conveyed to public by deed or grant of easement;
5. The development complies with any applicable hazardous material licensing requirements in the Broward County Wellfield Protection Ordinance; and
6. All facilities for the distribution of electricity, telephone, cable television, and similar utilities, shall be placed underground.
Staff concluded in the P&Z Staff Report that the above-listed Review Standards were met; also subsequent to the writing of the report, the applicant met 4 of the 6 conditions suggested by staff. Therefore, this proposed plat was unanimously recommended for approval at the October 28, 2020 P&Z meeting, with two conditions required prior to City Commission placement (see attached Minutes and P&Z Memo 20-040). The two conditions have been met.
