Summary Explanation/Background:

During the March 12, 2024 City Commission Meeting, the Commission asked Staff to look into the City’s artificial turf regulations. The Zoning Code (Chapter 155, Code of Ordinances) includes the required pervious/impervious areas for a property within a particular Zoning District (Article 3); as well as the definitions and interpretations section (Article 9) that provides an explanation for the measurement of pervious area, including any non-living materials within the pervious area. Artificial turf is calculated as either an impervious surface or a pervious nonliving area.

This proposed amendment intends to respond to the request from the City Commission, appropriately permitting synthetic turf as a new accessory use for Single-Family and Two-Family properties, while following guidance from the Florida Department of Environmental Protection and Broward County’s participation in the Florida-Friendly Landscaping Program.

This item was presented to the Planning and Zoning Board at the March 2025 meeting where, after amending the proposal to address some Board concerns, the Board provided unanimous support for the proposed amendment. Subsequent to this recommendation, Staff has been following the direction provided by Florida State Statute 125.572 and House Bill 683, related to the regulation of Synthetic Turf. This amendment has been prepared consistent with the guidance provided by these State actions.

The backup includes research from various municipalities, the staff report and presentation provided to the Planning and Zoning Board, as well as the guidance provided by FDEP.
