Summary:                     

The owner of the proposed project is ClubLink being represented by Matt Scott and Amanda Martinez of Dunay, Miskel & Backman, LLP. The proposed project is located at 3701 Oaks Country Club Drive and includes a portion of the Oaks golf course. The residential parcel is folio 494205000047 (Parcel 1) and the recreational parcel is folio 494205000020 (Parcel 2).  The Land use designation is “Palm Aire Dashed line area with underlying Residential” (Parcel 1) and “Palm Aire Dashed line area with Underlying Open Space Recreation” (Parcel 2).  The proposed use of the residential parcel is 270 units. There are  concurrent Flex and Site Plan applications being processed for this project.  The proposed use of the recreational parcel is an updated Oaks Country Club clubhouse and operational area. Parcel C is to be used for parking.

PLANNING

Comment:

1) Must submit a Title Opinion less than 6 months old and must be addressed to the City.
2) Must submit County's Development Review Report before going to P&Z.
3) All owners must sign the plat and a copy (can be electronic) must be sent to Maggie Barszewski, prior to placement on a City Commission agenda.
4) The Land Use Designation is residential and Open Space/Recreation within the Palm Aire Dashed Line Area on the City’s Future Land Use Map and contains a zoning designation of RM-45 (multiple family residential) and PR (Parks & Recreation).
5) Revise Narrative to coordinate with the Plat references of Parcels A, B and C, instead of Parcels 1 and 2.
6) The City has always required all parcels to be included in the restrictive Note. In this proposed Plat it should state that Parcel C is restricted to parking use. City Staff has contacted the Broward County Platting Department to confirm appropriate language for that parcel.
7) All easements must be shown on the Plat.
8) The conceptual site plan and the Plat Application must be revised to show 270 mid-rise units.
9) State total number of acres for this Plat in the Narrative and the Application.
10) It would be prudent to change the date listed in Notes 2 and 3 on the cover page.
11) The Cover sheet references “Sheet 1 of 7” however there are only 3 pages to this Plat.
12) Replace David Recor’s name with the Planning & Zoning Chair, Fred Stacer.
13) The cover sheet must list the names of all four City officials listed at the top of page 4 of the Plat Application Checklist, which include: the Mayor, P&Z Chair, City Engineer and City Clerk.
14) Please submit DRC Comment reply to Maggie Barszewski via email prior to attempting to upload to P&Z.

1. The Narrative states that the development will contain 270 dwelling units and Surveyor’s Note #1 states that the Plat is restricted to 270 units. Confirm the number of dwelling units and adjust the figure if necessary.
2. The Plat depicts Parcels A, B, and C. Revise the Site Plan to depict same, in lieu of Parcel I and Parcel II.
3. The Site Plan depicts multiple buildings for Carriage Homes. Verify whether Carriage Homes will be included in the development.
4. The Narrative states that the new clubhouse building with surface parking will be on parts of Parcel 1 and Parcel 2. Clarify why the Plat is not adjusted to provide the Parcel dividing line aligned with the boundary between the clubhouse and the residential development. Staff recommends aligning the property lines with the boundaries of the Uses.
5. The Oaks Clubhouse Drive public right-of-way is shown as 80 feet in width with 40 feet on both sides of the centerline. The Plat can recover ten feet on the development side of the centerline of the right-of-way, where the ultimate right-of-way width is 60 feet.
6. Address the multiple easements shown on the Plat that are in conflict with the Site Plan.
7. The Surveyor’s Notes on Plat Sheet 1 state that if a building permit and first inspection approval have not been issued by May 21, 2024, and if construction of water lines, sewer lines, drainage and road rock base for internal roads have not been substantially completed by same date, the County’s finding of adequacy will expire. Staff recommends extending the date of May 21, 2024 to provide an adequate time period to accomplish the items listed in the Notes.
8. Once the final property lines for Parcels A, B, and C have been determined and set on the Plat, the configuration must be coordinated with Broward County.
