summary

Summary Explanation/Background:

The Utilities Department requests City Commission approval to award ITB26-037 - Pre-Purchase of Substation Transformers and Pad-Mounted Transformers for the Electrical System Master Plan Phase IV Improvements Project to Mayer Electric Supply Company, Inc., a subsidiary of Rexel USA, and authorize the execution of Agreement No. 13251. The solicitation was issued on April 13, 2026, and closed on May 7, 2026, with eight bids received. Following a technical evaluation by the City's Electrical Engineer of Record, Gamboa Engineers, and an independent review by the Procurement and Contracts Department, Mayer Electric Supply Company, Inc. was determined to be the lowest responsive and responsible bidder.

Mayer Electric submitted a bid of $2,145,815, utilizing equipment manufactured by MGM Transformer Company, which met all technical specifications, manufacturer qualification requirements, and warranty provisions, and provided a 36-week lead time, significantly improving overall project delivery for the Electrical System Masterplan.  This approval aligns with the City’s commitment to make the capital improvements necessary to maintain or improve potable water services.

Origin of request for this action: Utilities

Fiscal impact and source of funding: Funding for the purchase of the equipment is available in the Water and Wastewater Series 2024 bonds account No. 420-7765-533-65-11
