Summary Explanation/Background:

At the July 16, 2019 CRA Board meeting the Board approved conveying 441 NW 27th Avenue, also known as 2710 NW 4th Court, more specifically identified as Broward County Property Appraiser (BCPA) folio 4842 33 04 5300, from the CRA to the City.

The City identified the corner of NW 4th Court and NW 27th Avenue as the future site for a Broward Sheriff’s Office (BSO) substation on property owned by the CRA and the City. The CRA owns 441 NW 27th Avenue which is a 9,368 square foot vacant lot zoned B-3 General Business, with a BCPA market value of $46,840.00.

The City owns 2714 NW 4th Court located directly west of the CRA’s property.  In order to develop the site as one unified site for the construction of the new BSO substation the City has requested the CRA convey ownership of the CRA’s property to the City. The BCPA information for the CRA property and an aerial of both properties showing ownership has been included as Exhibits 1 and 2.

The new substation will replace the existing BSO Braggs/Cristwell Substation at 1820 Dr. Martin Luther King Jr. Boulevard and provide BSO with a much needed presence in the western area of Pompano Beach.  In June of 2017, the City Commission directed BSO to transform the current substation at 1820 Martin Luther King Jr. Boulevard to a building where the community could come to meet with Command staff or deputies, as well as having community meetings. Staff from BSO, the City’s Engineering and Public Works Departments, Mayor Fisher and others met to inspect the building. It was determined by Public Works and the Building Department the building was in such poor condition rehabilitation of the building to meet the Americans with Disabilities Act (ADA) standards would be more costly than construction of a new substation with an estimated renovation cost $450 per square foot versus a cost of $250 per square foot to build a new structure. The June 16, 2017 memo from Michael Rada, the City’s Chief Structural Plans Examiner and Certified Floodplain Manager discussing the required ADA improvements and building elevation concerns has been included as Exhibit 3.

In November of 2017, the developer of the proposed Marquis Apartments affordable housing project located west of NW 18th Avenue on the south side of Dr. Martin Luther King Jr. Boulevard proposed giving BSO one, possibly 2 rooms attached to the southeast corner of the future apartment development to use in place of the existing substation which would be demolished as part of the project. It was determined this would be inadequate to meet BSO’s needs for the site to include prisoner security, an area for roll calls and meetings and the disruption to residents which would occur with the public and deputies leaving on emergency calls at all hours of the night or day.

The need for a substation in the northwest area of Pompano Beach is clearly demonstrated in the crime statistics for July 1, 2018 through June 30, 2019 which are included as Exhibit 4. At the proposed location of the new BSO substation there were 9,778 calls for service to BSO. During this same period there were only 3,541 calls for service at the location of the current BSO substation. The area surrounding the new BSO substation on NW 27th Avenue had a significantly higher number of the more serious part 1 crimes, which include murder, rape, robbery and aggravated assault, with 608 incidents during this time period, while the area surrounding the current BSO substation at 1820 Martin Luther King Jr. Boulevard had 224 part 1 crimes.

The new BSO substation would be a hurricane hardened structure allowing up to sixty (60) BSO staff to shelter in place during a hurricane and respond quickly to the needs of the community.  It will also offer a reception area staffed during daytime hours for residents to file police reports, follow up on reports and make general inquiries and a flex space meeting room to be used for roll call and meetings with the community. A rendering of the new BSO substation is included as Exhibit 5.

Staff is requesting Commission accept conveyance of the property the CRA has approved conveying to the City.
