Summary Explanation/Background:

On March 13, 2018 the City Commission adopted Resolution 2018-99, accepting a study entitled “Pompano Beach, Florida: Principles to Guide Zoning for Community Residences for People with Disabilities” dated February 2018. As a result of the study, the consultant prepared an ordinance to comprehensively revamp the city’s zoning treatment of these land uses in accord with sound zoning and planning principles, the nation’s Fair Housing Act, and applicable Florida State Statutes. These text amendments were unanimously approved at first reading and postponed at second reading. Following first reading, staff requested additional time to refine the regulations related to Recovery Communities. Since the proposed text amendments have been revised since the first reading, the consultant found it prudent to also update the original study. Pages 36-41 of the original study are therefore being updated in order to more precisely define and describe recovery communities, analyze the nature of the use, and outline a zoning approach for recovery communities that is narrowly tailored to their nature.

This is a companion item to the second reading of the Community Residence and Recovery Community text amendments, which is also on the on the June 12th 2018 agenda.
