Summary Explanation/Background:

Last summer, the City applied for a grant from the Florida Department of Transportation (FDOT) to operate a community transit circulator program.  The total estimated project cost is $1,666,000 and the grant will cover a maximum of 50% of the anticipated project costs for a maximum grant amount of $833,000.  The City’s objective is to develop a micro transit program (the “Program”), starting with on-demand electric golf carts on the barrier island and extending west on Atlantic Blvd. to the Harbor Village area (Phase 1) and to develop park and ride lots.  The objective of the Program is to reduce traffic congestion on major corridors (A1A and Atlantic Blvd.).  Ultimately it would be the City’s objective to eventually develop Phase II of the Program, with larger trolley type vehicles extending west to other amenities and establishments in the City (i.e. Cultural Center, Old Pompano, Innovation District, Isle development etc.).  Please refer to the City’s grant application for further details on the anticipated Phase 1 program with parameters to be fine-tuned with the selection of an operator for the electric golf carts.  Staff presented the Program concept to the Community Redevelopment Agency East Advisory Committee on February 6, 2020 (presentation attached) and the Pompano Beach Economic Development Council on February 24, 2020 and both groups were in support of the concept.

Fiscal impact and source of funding: $833,000 over 3 years; estimated to be split equally between General Fund Fund Balance and Special Revenue Funds (Local Option Gas Tax).
