Summary Explanation/Background:

The Utilities Department seeks City Commission approval to enter into continuing professional service agreements under RLI 25-072 - Water and Reuse Treatment Plant Projects, procured in accordance with the Consultants’ Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes, which requires a competitive, qualifications-based selection process for professional services. The solicitation was advertised on August 28, 2025, and closed on October 1, 2025, with six (6) Letters of Interest received and evaluated.
Based on the evaluation, the Committee ranked and recommended five firms for award: McCafferty Brinson Consulting, LLC; Carollo Engineers, Inc.; Arcadis US, Inc.; Hazen and Sawyer, P.C.; and Stantec Consulting Services, Inc. Tetra Tech was the lowest-ranked firm and was not selected based on the established evaluation criteria.
The agreements will be for a five-year term and will allow the City to issue project-specific Work Authorizations on an as-needed basis. Projects will be funded through approved operational and capital budgets. Approval supports the City’s goals for resilient, sustainable utility infrastructure.
