Summary Explanation/Background:

An earmark requested by former Congressman Ted Deutsch resulted in a $600,000.00 grant awarded to the City to partially construct a safety fence on Dixie Highway from Atlantic Boulevard to Sample Road (see Location Map). The fence is intended as a safety measure to reduce the number of pedestrian accidents along the Florida East Coast (FEC) railroad tracks due to possible jaywalking. Staff estimates the grant will be sufficient to construct approximately ¾ mile of fencing. Understanding that $600,000.00 wouldn’t be sufficient to construct the fence in its entirety, staff met with Congressman Jared Moskowitz and asked for help securing additional funds. Congressman Jared Moskowitz, with support from fellow Representative Sheila Cherfilus McCormick, intends to request another earmark in the sum of $1.4 million. If successful, the combined funds will allow the City to complete the project. As a function of managing the earmark, the Florida Department of Transportation (FDOT) received a delegation request from the United States Department of Transportation (USDOT - Highway Division) to administer the grant. Subsequently, FDOT instructed the City to retain a FDOT-certified State Licensed Professional Engineering firm to design the project. City staff engaged Kimley-Horn and Associates, Inc. (KH) to assist with the design. The firm is familiar with the corridor as the Engineer of Record (EOR) for the GO Bond Dixie Highway Streetscape Improvements project. As such, the firm is being recommended for this contract and to be awarded $109,106.00 for their services (see Proposal and Work Authorization #16). Under the terms of the contract, the firm will be responsible for engineering design, environmental analysis, cost estimating, Local Area Planning (LAP) coordination, bidding services, and project certification. Staff recommends approval.
