Summary Explanation/Background:

The proposed 20% parking fee increase will allow for continued investments in the City’s parking system to include the financing of another parking garage on the barrier island at 109 N. Ocean Boulevard, as well the investment in permanent structured parking in Old Town (Note that separate agenda items are being presented on December 9th related to these items and the agenda backup for those items may be referenced in conjunction with this item).  There are also plans to continue to invest in technology in order to make looking for parking more convenient for residents and visitors (i.e. space count sensors), as well as being able to expand the offering of the parking resident discount to include garage parking (i.e. license plate readers).  In addition, increasing parking rates periodically also allows the City to better manage parking supply and demand, as well as allows the City to remain competitive with neighboring beachside communities.  Noteworthy proposed changes to the parking ordinance include the following:

1.   An increase in the Pompano residential parking discount from 20% to 50%;

2.    A 20% increase in parking rates with the exception of the Harbor Village area, where rates will remain unchanged; and

3.   Adding an annual parking pass for $1,500 annually to the North lot at Alsdorf Park boat launch. This permit would be for parking of vehicles with trailers in the north lot only and would need to be offered to both residents and non-residents, in accordance with Florida Inland Navigation District rules (the lot is owned by this entity).  The Alsdorf boat ramp is currently the busiest boat launch in Broward County and for years there has been a request for an annual parking pass from the local boating community.  There are concerns with offering this annual parking pass and as such the availability of this pass will be monitored and determined by the Parking Manager.
