Summary Explanation/Background:

The Utilities Department is seeking City Commission approval to apply for and accept funding from the Florida Department of Environmental Protection (FDEP) Clean Water State Revolving Fund (CWSRF) under loan WW0624D0. The requested $5,595,305 will fund Phase I of the Emerging Contaminants Water Treatment Plant Upgrades, specifically the construction of a Deep Injection Well (IW-2) for concentrate disposal associated with expanded nanofiltration capacity.

Under the proposed financing terms, there will be 100% principal loan forgiveness. The loan will be supplemented by loan WW0624E0 in the amount of $10,604,695 (agenda accompanying item 25-591).

This project is essential to achieving compliance with the new Federal and State PFAS standards set by the U.S. EPA, which go into effect in 2029. The project ensures the long-term protection of public health and drinking water quality for the City’s utility customers.

This funding opportunity is contingent upon the submission of the complete application by the deadline of December 11, 2025. Failure to meet this deadline will result in removal from consideration for inclusion in this priority listing cycle.
