Summary:                     

The applicant is requesting approval for a Master Sign Program for an existing commercial warehouse development at 1241-1251 North Dixie Hwy. The proposed Master Sign Program proposes to regulate wall signs on the building facades and signs located within the property. It also includes the proposal for a new free-standing monument sign to replace the existing nonconforming pylon sign. As required by the Code, nonconforming signs shall be removed or brought to compliance when at least one of the conditions listed in the Code occurs. In this instance, three of the conditions listed by the Code as causes for removal or replacement had already occurred (there was a change in ownership of the property, the amortization period for the sign ended in 2022, and new tenants would be added).

 

Each tenant is limited to one non-illuminated sign per tenant elevation. The corner tenants are allowed one additional sign on the other approved elevation, as shown in the proposed Master Sign Program. Tenant signs may include one-line or two-line text. For single-line text, the letter height must be 18” or 15”. For the two-line text, the top line will be 12” in height and the second line will be 8” in height, with a 4” space between the lines. Letter and logo vinyl faces may be black and/or grey color. Font type is any font from the Helvetica family.

 

All signs will be flat, nonilluminated. Signs for individual bay units will be limited to 75% of the unit façade’s width. The white rectangles, framed by red dotted lines, illustrate the signage area for each unit on the façades provided. When two or more bay units are combined or occupied by the same tenant, the sign area shall be limited to 75% of the total frontage area occupied by that tenant, with a maximum of 200 sq. ft. The text must be centered in all directions (top, bottom, right, and left), within the sign band area on the unit façade. The use of a logo is optional, with its size limited to 24” in height, and it must be registered with the United States Patent and Trademark Office (USPTO).

 

The commercial complex consists of two buildings:

 

                     Building 1251 is located along NW 13 Street. It is approximately 300 feet long, wraps around the corner, and continues 40 feet along Dixie Hwy. This building has 12 bays with frontage to the exterior and the interior parking area. The east end unit is a corner unit; therefore, it can have two signs (north, east, or interior elevation. The chamfered corner wall is not an option for an additional sign. According to the applicant, all existing wall signs (mural type) will be removed.

                     Building 1241 is located 85 feet south of Building 1251, along the south property line. Its interior frontage extends 276 feet east-west, parallel to the south property line. The east elevation extends for 56 feet along Dixie Hwy. The interior (north façade) and east elevations of the existing building will be furnished with signs.

 

Pursuant to §155.2416, [Master Sign Program], all multi-tenant mixed-use or multi-tenant nonresidential developments that exceed 5,000 square feet and that are located along a designated arterial or collector road(s) as defined by the Broward County Trafficways Plan are required to obtain Master Sign Program approval. The Master Sign Program must be reviewed and approved by the Architectural Appearance Committee (AAC) before a Building Permit application for the sign installation can be approved.

Staff Conditions:                      

The Planning and Zoning Division has reviewed and evaluated the Master Sign Program submitted to the City of Pompano to determine its conformity with applicable City Codes and requirements. If approved by the Architectural Appearance Committee, staff recommends including the following conditions:

 

1.                     The approval of a Sign Code Compliance Permit must be obtained before or concurrently with a building permit for each sign.

2.                     If a conflict is found between the Master Sign Program and Chapter 156, Sign Code, the more restrictive regulation or standard will govern. 

3.                     The existing pylon sign is nonconforming and must be brought into compliance with the free-standing sign standards or removed.

4.                     Any new free-standing sign materials, design, and colors must be compatible with the architecture and facade materials of the principal structure(s) so that the sign structure appears as an integral component to the overall development's architecture and design.
