Summary Explanation/Background:

The City Commission approved a Collective Bargaining Agreement with the Fire Union earlier in the fiscal year. As part of that Agreement, several changes were made to the Police and Fire Pension System that created a new Tier for Fire Fighters hired after June , 2026. The following benefits were established in the new Tier:

1. Normal retirement: The normal retirement age for all future Firefighters will be the attainment of age fifty (50) and the completion of 20 years of continuous service, or the attainment of age fifty-five (55) with ten (10) years of continuous service; and

2. Early Retirement: A new early retirement provision will be created, under which future
Firefighters shall be eligible for early retirement benefits, if applicable, upon the attainment of age fifty (50) with the completion of ten (10) years of service; and

3. Vesting Period: The vesting period will be ten (10) years of continuous service; and

4. Multiplier: The amount of the normal retirement benefit will be 3.25% of average monthly earnings for each year of continuous service, subject in any event to a maximum of 80% of average monthly earnings; and

5. COLA: Annual pension benefits shall be increased by a "fixed" (guaranteed) percentage equal to 2% for all future firefighters.

Additionally, a new provision was created to allow all firefighters, both current and future hires, to purchase up to 5 years of service for prior firefighting or military service.
