Summary:                     

The applicant is requesting Building Design approval to construct a new 16,000-square-foot enclosed transfer station building on an existing site, along with new parking, landscaping, and drainage. The site is currently used as a solid waste management facility. The total footprint of all existing and proposed buildings on site is 71,009 square feet on a 303,257-square-foot (6.9-acre) site, a total lot coverage of 23%. The existing Development Order for the Property was approved on July 6, 2010, as Planning and Zoning No. 10-12000015.

 

The property is located between NW 16 Street and NW 17 Street, and west of NW 22 Avenue.

 

Pursuant to Section 155.2205, Code of Ordinances, the Architectural Appearance Committee may require such changes in plans and specifications as, in its judgment may be requisite and appropriate to ensure that the exterior appearance of buildings and structures enhances the aesthetic character of the surrounding development by complying with the architectural appearance standards of this Code and approved design guidelines.

Staff Conditions:                      

If approved by the Architectural Appearance Committee, staff recommends including the following conditions:

1.                     Provide an approved BCEPD Surface Water Management permit or exemption for the proposed site work at the time of permit.

2.                     The freestanding sign is not included in the AAC review at this time. Any proposed freestanding sign must be reviewed by the AAC and comply with the sign regulations of Chapter 156.

3.                     Standard Conditions of Approval and/or Specifications required prior to Building Permit / Zoning Compliance Permit issuance:

a.                     All signage shall obtain an individual building permit for each sign.

b.                     Provide evidence of compliance with the requirement for the Sustainable Development point options outlined in the Site Plan Narrative as submitted to the DRC, by the time of building permit approval in accordance with Table 155.5802: Sustainable Development Options and Points.

c.                     Plans are subject to compliance with all applicable Code requirements, including but not limited to DRC comments issued for this site plan.

d.                     Landscape and Irrigation Plans must comply with all Zoning Code requirements as verified by the City’s Urban Forestry Division.

e.                     A copy of the CPTED plan approved by the Broward Sheriff’s Office must be submitted for Zoning Compliance Permit approval.

f.                     Per Section 155.5509, In all new development, as well as redevelopment that increases gross floor area by 50 percent or more, all overhead utilities located on the development site and/or along the public right-of-way fronting the development site shall be placed underground to the maximum extent practicable-provided that the Development Services Director shall waive this requirement where the relevant utility company demonstrates that undergrounding will be detrimental to the overall safety and/or reliability of the circuit.
