summary

Summary Explanation/Background:

The Utilities Department seeks City Commission approval to execute Amendment No. 1 to the Florida Department of Environmental Protection State Revolving Fund Loan Agreement DW0624A0, extending the project completion date from January 15, 2026, to April 15, 2027. The loan, approved under Resolution 2023-200 in the amount of $9.595 million with 100% principal forgiveness, funds the planning and design activities for the Water Facilities Plan related to emerging contaminant upgrades to comply with forthcoming PFAS regulations effective 2029. The extension is needed due to delays in the South Florida Water Management District’s permitting process affecting raw water allocation and consequently, the design criteria. The amendment does not change the loan amount or fiscal impact and supports the City’s strategic and comprehensive plan goals for reliable, sustainable potable water infrastructure.
