Summary Explanation/Background:
Staff is seeking City Commission approval of a Resolution to execute 2 agreements with Florida East Coast Railway (FEC) for the crossing site on Atlantic Boulevard: a license agreement to install railway infrastructure improvements and a synchronization agreement for traffic control devices and interconnection with the Dixie Highway intersection’s signalization system. The equipment, required for the aforementioned improvements is made of long lead items which also requires specialty personnel for the installation. These improvements will be performed by FEC’s own authorized contractor for an estimated cost of $2,645,847.86 and are scheduled to take place during next summer school recess (2026). Staff is recommending an additional $400,000.00 in contingency to account for potential variance in FEC’s order of magnitude estimate during execution of the work for a grand total funding of $3,045,847.86. Because $1,500,000.00 was already budgeted for these specific improvements, the resulting $1,545,847.86 difference in cost will be paid to FEC with escalation funding already awarded to the project by Broward County Surtax.
