Summary Explanation/Background:

The Utilities Department seeks City Commission approval to execute three (3) service agreements under ITB25-056 - Well Rehabilitation and Maintenance with A.C. Schultes of Florida, Inc., All Webbs Enterprises, Inc., and Florida Design Drilling Corp. to provide ongoing well rehabilitation and maintenance services on an as-needed basis in support of potable water production operations. The City’s water treatment system relies on 25 active raw water wells and associated monitoring wells, which require ongoing maintenance and rehabilitation to ensure reliable delivery of safe, high-quality drinking water.
The solicitation was publicly advertised on October 9, 2025, and closed on December 3, 2025, with three responsive and responsible bids received. In accordance with Section 1.1 of the solicitation, the City intends to award contracts to up to three qualified firms based on responsiveness, responsibility, competitiveness, and compliance with solicitation requirements.
The agreements will provide operational flexibility, improve response times, and ensure continuity of services for both scheduled and emergency well maintenance activities. Each agreement will have an initial term of three (3) years with two (2) one-year renewal options. There is no immediate fiscal impact, as work will be authorized on an as-needed basis through approved operating and capital improvement budgets.
