Summary Explanation/Background:
The FY 2025-2026 Annual Action Plan includes the allocation of $1,024,414 in Community Development Block Grant (CDBG) funds and $418,397.85 in HOME Investment Partnerships Program (HOME) funds, for a total of $1,442,811.85 in federal entitlement funding.
The Consolidated Plan is a five-year strategic planning document required by the U.S. Department of Housing and Urban Development (HUD). It guides the City’s investment of CPD formula block grant funds (CDBG and HOME) by assessing local housing and community development needs and identifying strategies to address those needs. The Annual Action Plan outlines the specific activities and funding allocations that will be undertaken in the first program year (2025-2026) to implement the Consolidated Plan's goals.
Development of the Consolidated Plan and Annual Action Plan included a robust community engagement process. OHUI distributed a needs assessment survey-translated into English, Spanish, Haitian Creole, and Portuguese-to residents and community stakeholders across Pompano Beach. A summary of the survey results is included in the backup materials.
Funding proposals for the FY 2025-2026 Annual Action Plan were reviewed and scored by a panel consisting of:
• Suzanne Fejes, Assistant Director, Broward County Housing Finance and Community Development Division
• Karen Santen, Grants Coordinator, City of Pompano Beach
• Vince Wooten, CRA, City of Pompano Beach

The Community Development Advisory Committee (CDAC) held a public hearing on March 20, 2025 to hear applicant presentations and a second public hearing on June 5, 2025 to finalize its funding recommendations. A copy of the CDAC recommendation sheet is included in the backup.
The City held a 30-day public comment period from May 18, 2025 to June 17, 2025, in accordance with HUD regulations. No public comments were received. Approval of the Consolidated Plan and Annual Action Plan is necessary for submission to HUD by the
August 16, 2025 deadline. Additionally, Civitas LLC, the consultant who supported the preparation of the Consolidated Plan, will deliver a brief presentation to the Commission on this item during the meeting.
