summary

Summary Explanation/Background:

January 2018 the public library located at 1213 East Atlantic Boulevard relocated to 50 West Atlantic Boulevard next to the Cultural Center. The old library building was demolished May 2018 due to its poor condition. February 2019 the City purchased the vacant lot directly west of the old library property and unified the two properties to be surplused and developed by the successful bidder as one site to maximize the options for future use and development of the site.

The City Commission declared the property surplus with Resolution 2020-147 on March 10, 2020. In accordance with City Charter Invitation for Bids (“IFB”) 20-01 was issued on March 12, 2020 with bids due on April 30, 2020. This coincided with an unprecedented Federal stay at home order due to COVID-19.

No bids were received in response to the IFB. Now that the real estate market has stabilized it is recommended the City issue a new invitation for bids to surplus the property. When the IFB was issued and posted on the City’s Real Property webpage additional steps were taken to market the property including: posting the property with a for sale sign, listing the property on Co-Star,  LoopNet and Land.com, cross posting the IFB on DemandStar, running two (2) legal advertisements in the Sun Sentinel and emailing the IFB notice to 1,050 developers and realtors. It should be noted that as a result of the “For Sale” sign on the property, the City has received interest in the site over the past months.

The property to surplus is 1.07 acres (46,758 square feet) of vacant land on the northwest corner of intersection of Atlantic Boulevard and NE 13th Avenue, zoned Transit Oriented (TO) within the East Overlay District (EOD). As described in section 155.3709 A. of the City’s Code of Ordinances “The East Overlay District (EOD) is established and intended to encourage an urban form that promotes transit usage and pedestrian oriented development in the area connecting the Downtown Pompano Beach Overlay District and the Atlantic Boulevard Overlay District. The purpose of the district standards is to stimulate economic revitalization, create a pedestrian-friendly environment and promote mixed-use development.”

The City has no current or future plans for a public purpose for the property. In accordance with Section 253 of the City of Pompano Beach Charter staff is requesting the City Commission to declare the property as surplus and express the City’s desire to sell the property with an advertised invitation for bids. A notice will be emailed to those who have registered to receive surplus real property invitation to bid notices. The invitation for bids will be posted on the City website on the Real Property page. Sealed bids will be submitted to the City Clerk’s office by the date and time specified in the public notice. Responsive bids will be presented to the Commission as a regular agenda item.
