Summary Explanation/Background:

In August of 2020, RFP 29-20 was issued for this micro-transit service. After the competitive bid process was complete, Circuit Transit Inc. was determined by the Selection Evaluation Committee to be the highest-ranking submission. On December 8th, 2020 the City Commission directed staff to begin negotiations with Circuit Transit Inc.

Circuit Transit Inc. will provide year-round point to point transportation services to City of Pompano Beach residents, visitors and employees utilizing a total of 4 electric Neighborhood Electric Vehicles (electric golf carts) over a 3-year period. Circuit Transit has ten years of experience providing this service to neighboring communities such as Hollywood, Ft. Lauderdale, West Palm Beach and Miami. This service will be instrumental in the ongoing development on the barrier island and is expected to reduce traffic and emissions in the area, as well as serve as an economic stimulus for the City.

In July 2020, the City received a matching grant from the Florida Department of Transportation to assist in the funding of this project. This grant in the amount of $833,000 will offer significant financial support for the implementation of this service, requiring a 50% match from the City.  The City, in conjunction with Circuit, will work to garner eligible advertising sponsorships (vehicle wraps) of the service from businesses in an effort to further reduce the cost of the service to the City over time.

Staff is requesting a 2nd emergency reading of this Ordinance because the clock on the FDOT grant has started giving the City 3 years to expend funds and get reimbursed from FDOT.  The Covid-19 Pandemic, as well as one City Commission meeting per month has delayed Program implementation.

 

Origin of request for this action: City Manager’s Office

Fiscal impact and source of funding: $750,688 over 3-year contract term.  50% from FDOT grant, approximately 39% from County Local Option Gas Tax proceeds and remainder (approximately 11%) from the General Fund, Professional Services account 001-9910-599-3160 for FY 2021 and to be appropriated through the adopted budget process for subsequent years.
