Summary:
The Master Sign Plan for Village Shoppes, located at 3907-3973 N. Federal Highway, establishes standards for exterior building and monument signage. Each tenant is permitted one building sign, one shop number and store hours sign, and one delivery door sign, with an exception for corner tenants.
The purpose of a Master Sign Program is to establish standards for building signage, including size and placement, colors, fonts, and construction and mounting. The elevation drawings depict specific letter heights for one-line and two-line tenant wall signs, but conflict with the narrative, which lists a maximum and minimum range of letter heights. Staff recommends that this Committee consider allowing a range of letter heights for this particular application, as the constraints of the sign band area may make conformance to specific letter heights difficult. The specification sheets include default colors for tenants, but the narrative states that tenants may use colors other than the default selections, particularly for the proposed “Designer Series” signage option described in the narrative. A similar freedom of expression appears in the narrative regarding font type, allowing tenants to choose their own font, with Arial Narrow Bold or Book Antiqua Bold as the designated default if they do not have a preference. The narrative describes the Designer Series signage as offering freedom of choice in signage standards, including color and font style, with a range of letter sizes, not specific letter heights, and that any tenant may choose a Designer Series sign. It is anticipated that the applicant’s agent may present a more specific set of standards at the AAC hearing for incorporation into a revised Master Sign Program as a Condition of Approval.
The plan also includes provisions to bring the existing free-standing sign into compliance with current City Code requirements.
Pursuant to §155.2416, [Master Sign Program], all multi-tenant mixed-use or multi-tenant nonresidential developments that exceed 5,000 square feet and that are located along a designated arterial or collector road(s) as defined by the Broward County Trafficways Plan are required to obtain Master Sign Program approval. The Master Sign Program must be reviewed and approved by the Architectural Appearance Committee (AAC) before a Building Permit application for the sign installation can be approved.

Staff Conditions:
The Planning and Zoning Division has reviewed and evaluated the Master Sign Program submitted to the City of Pompano to determine its conformity with applicable City Codes and requirements. If approved by the Architectural Appearance Committee, staff recommends including the following conditions:
1. The existing pylon sign is nonconforming and must be brought into compliance with the free-standing sign standards or removed.
2. Logos must be registered with the Federal or State regulating agency.
3. Changes or variations to signage that deviate from the approved Master Sign Program must be incorporated into the Master Sign Program and approved by the AAC.
4. The approval of a Sign Code Compliance Permit must be obtained before or concurrently with a building permit for each sign.
5. If a conflict is found between the Master Sign Program and Chapter 156, Sign Code, the more restrictive regulation or standard will govern.
