Summary Explanation/Background:

In December 2018, the Broward League of Cities hired a consultant (Arcadis Group) to provide a report on developing a solid waste system in Broward County.  In late 2019, Broward County and the participating municipalities established a Solid Waste Working Group (SWWG).  The SWWG consists of a group of elected municipal officials chosen from among the municipalities in Broward County, along with a County Commissioner.  The goal of the SWWG is to establish a regional solid waste management system based on shared principles and commitments, including a mutually agreed governance structure and sufficient independence to achieve regional solid waste disposal and recycling goals.

The SWWG has developed an interlocal agreement (ILA) which would allow for the creation of a solid waste disposal and recycling authority (Authority). A Master Plan would first need to be developed and adopted by participants in the ILA. The County would pay 50% of the costs while participants would pay the remaining 50%. The Master Plan would be the guide on setting up operations and determining how much residents would need to pay. The City has a short time period to opt out of the ILA after the Master Plan is completed. If the City chooses to continue with the ILA, then the ILA would bind the local government for a minimum of 40 years, with two 10-year extensions. The City would at that time transfer all powers as it relates to disposal and recycling options (committing all tonnage) to the Authority.  During the creation of the Master Plan, the local government will commit economic support to the Authority (Pompano Beach would commit $115,574 to $154,099) on an annual basis to pay for the Master Plan and an Executive Director.  This annual commitment will continue until the infrastructure and system is implemented.
