Summary:
The applicant is seeking approval for the Major Site Plan and Building Design for the LIVE! Venue project. This is a mixed-use entertainment development within the larger 221.65-acre master-planned community, occupying a 4.57-acre impact area currently used for parking and circulation. This project was previously approved in 2022, and the applicant is seeking a major revision to the previously approved Development Order for the site. The LIVE! Building is a one-story, four-square structure with a tower element at each corner and shaded outdoor space on three sides. To its west is a central outdoor entertainment space with seating and standing room around a central bar, which will also host concerts, performances, community events, and recreation courts. The plan now calls for three retail/restaurant buildings, down from seven. Buildings A6a and A6b sit along the Main Street median and connect the venue to the surrounding master plan, while Building A4 retains its earlier footprint and design but is moved north to the corner of Main Street and Palm Aire Drive, where it anchors the Palm Aire frontage and frames the LIVE! block. The architecture is a contemporary take on traditional South Florida styles, with white and off-white stucco, coral stone, and wood-toned louvered trellises and shutters for sun control. The commercial buildings are lower in scale and use similar materials with a slightly more contemporary look, and light-colored pilasters set a consistent rhythm that defines the outdoor spaces while leaving varied bays for different retail tenants. This site plan includes 170 parking spaces on site. The total new building gross area is 16,236, for a total lot coverage of 20%. Please note that full color and material specifications can be found on sheet “210-A.A60-Material Finishes Schedule.”
The property has a Regional Activity Center (RAC) Land Use designation and a Zoning designation of Planned Commercial Development (PCD), which permits the Commercial uses. The Site Plan was most recently reviewed by the Development Review Committee on July 3rd, 2026.
While the proposed development is interior to the site, the abutting roadways, Main Street and Palm Aire Drive, are intended to be dedicated to the public and require those applicable frontages to comply with the Commercial/Mixed-Use Design Standards of Section 155.5602, pursuant to the PCD. The applicant is requesting approval for Vernacular or Superior Design Alternative for modifications to the Commercial Design Standards below. Refer to the applicant’s narrative for additional justification.
1. §155.5602.C.7.a: Fenestration/Transparency: “At least 30 percent of the street-facing façade area of the ground-level floor of buildings (as measured from the grade to the underside of the eave, top of the parapet, or the story line denoting the second floor) shall be occupied by windows or doorways.”
The proposed street-facing elevations for building A1 (east) and building A4 (west) do not comply. The applicant has chosen Option #3 of the Vernacular or Superior Design Alternative Criteria in order to justify this request. Option #3 states: “Materials of exceptional or extraordinary quality are applied in a manner that is pronounced and visible from public areas.”
Pursuant to Section 155.2205, Code of Ordinances, the Architectural Appearance Committee may require such changes in plans and specifications as, in its judgment, may be requisite and appropriate to ensure that the exterior appearance of buildings and structures enhances the aesthetic character of the surrounding development by complying with the architectural appearance standards of this Code and approved design guidelines.
