Summary Explanation/Background:

The CRA has completed the goals and objectives in the NW CRA Plan for restoration of the Historic Ali Cultural Arts Center (the Ali) and the Bailey Center for Contemporary Art (BaCA).  Additionally, to assist in furthering redevelopment in the area, the CRA has been responsible for programming of both facilities after the restoration was completed.

Because the CRA has completed its goals in connection with these historic buildings, it is now appropriate to transfer ownership of the Ali and BaCA as well as the cultural programming at both facilities to the City.  The City’s Cultural Affairs Department will assume the obligations for programming, operation and maintenance of both cultural facilities.

The proposed Interlocal Agreement outlines the respective rights and obligations of the CRA and the City as it relates to ownership and operation of both the Ali and BaCA.
