The property owner, St. Elizabeth Gardens Apartments, Ltd. (St. Elizabeth), has submitted a letter of application requesting the City Commission designate the property identified by Folio # 484224010090, as a Brownfield site pursuant to Section 376.80(2)(c), Florida Statutes. The City has approved a zoning change and a flex unit allocation to this project and has permitted a 155 unit residential complex with a total capital cost estimated at about $24.76 million. Staff finds that St. Elizabeth has demonstrated this project and property meet the five statutory criteria for designation of a Brownfield site as set forth in Section 376.80(2)(c), Florida Statutes and as such, it is a mandatory designation. Proper notice has been provided in accordance with Section 376.80(1) and 166.041(3)(c)2, Florida Statutes for this proposed action.
