Mayor Rex Hardin will recognize Cesar Guardia for his outstanding performance in carrying out his duties and going above and beyond by performing life-saving measures on February 22, 2025.

The Parks and Recreation Department would like to recognize Cesar Guardia. On February 22, 2025, Cesar Guardia, a full-time lifeguard with the Pompano Beach Parks & Recreation Department, rescued one of his fellow pool lifeguards after the guard suffered a medical episode. The lifeguard had been swimming as part of his job-related training, when he let out a yell and sank to the bottom of the pool. Cesar Guardia was on deck timing the guard when the episode occurred and immediately recognized the emergency and sprang into action. Jumping into the pool, Cesar swam to his co-worker in need and retrieved him off the bottom and got him back to the pools edge. Fellow guards on duty helped Cesar extract the unconscious but breathing guard from the water. As a team, they executed the facility’s Emergency Action Plan clearing the water of patrons, summoning EMS services, and administering oxygen and first aid to their fellow guard in need.
Cesar’s quick actions undoubtedly saved the life of his co-worker. Cesar’s swift response and ability to remain calm under pressure is a testament to his extensive training and tenure as a lifeguard. Cesar is a certified EMT and has held both Ocean Rescue and Pool Lifeguard positions in his 30 years in the field of lifeguarding. Cesar is honored today for his heroic actions and his 23-year career with the City of Pompano Beach.
