Summary Explanation/Background:
The City has a ten (10) year lease agreement with Broward County (Ord. No. 2013-58 attached) for the property located at 2011 NW 3rd Avenue for the purpose of operating a county government multipurpose and social and health services delivery center known as the Annie B. Weaver Health and Family Success Center (Center). Article 7 of this lease agreement requires Broward County to obtain the City's consent when transferring all or any portion of these demised premises via: (a) an assignment of this Lease; (b) a sublease, license agreement; or (c) other agreement permitting all or any portion of the demised premises to be used by others.

The City Manager's Office has received a request from Broward County to consent to the execution of a Revocable License Agreement (RLA) between Broward County and Hispanic Unity of Florida, Inc. (HUFI). This RLA allows HUFI to use a certain portion of the demised premises at the Center to operate a Volunteer Income Tax Assistance (VITA) Volunteer Mobile Team (VMT) for the free preparation of federal income tax returns during each tax season period of January 1 through April 17 (Tax Season) to help low and moderate income families maximize their refunds by identifying tax credits for which they may be eligible, including but not limited to, the Earned Income Tax Credit. The initial term of the RLA between Broward County and HUFI is for two (2) years and may be renewed for an additional term of up to three (3) years.
