It is recommended that the City Commission approve and authorize the award of RLI 25-054 - Comprehensive Department Development and Strategic Implementation Plan to Establish a Standalone Police Department for the City of Pompano Beach - to the highest-ranked firms, Raftelis Financial Consultants, Inc. in partnership with The Center for Public Safety, Inc., and authorizing the proper city officials to negotiate and execute a contract. Following a publicly advertised solicitation, an evaluation committee reviewed all responsive proposals, conducted evaluations, and shortlisted two firms for further consideration. Upon completion of interviews and final scoring, the two shortlisted firms received identical scores and were deemed equally qualified. As a result, the committee recommends awarding the contract as a partnership between the two firms to leverage their combined expertise and ensure comprehensive support for the City's objectives. While the contract will be executed with Raftelis Financial Consultants, Inc., the engagement reflects a collaborative effort between both entities. Authorization is also requested for the proper City officials to negotiate and execute a contract.
