The Utilities Department requests City Commission approval to award ITB 26-031 – Water Treatment Plant Improvements – Phase 1 to Youngquist Brothers, LLC, authorizing execution of the Construction Agreement for the construction of Deep Injection Well IW-2, the replacement of the Dual-Zone Monitoring Well (DZMW-1R), and the plugging and abandonment of the existing DZMW-1 at the City's Water Treatment Plant.
The solicitation was issued on April 30, 2026, and closed on June 8, 2026, with two responsive and responsible bids received. Following a comprehensive technical evaluation of contractor qualifications, compliance with project specifications, project schedule, and references, the City's Engineer of Record, Stantec Consulting Services, Inc., determined that Youngquist Brothers, LLC submitted the lowest responsive and responsible bid in the amount of $16,925,645. The Procurement and Contracts Department independently reviewed the bids and concurred with the recommendation. The project will be funded through a combination of State Revolving Fund (SRF) financing for the Deep Injection Well, the Series 2024 Water and Sewer Revenue Bonds and Utilities Capital funding for the monitoring well improvements.
The project supports the City's continued investment in safe, reliable, and sustainable potable water infrastructure.
