This appointment is to fill the unexpired term of Robert Whitsett, Alternate 1. Mr. Whitsett was recently appointed to full membership on November 13, 2025. Therefore, Carolyn Rhone, who currently serves as Alternate 2 will now be appointed to serve as Alternate 1.

Please note: As a result of Ms. Rhone’s appointment as Alternate 1, there will be an agenda item on the December 9th Commission Meeting to fill the Alternate 2 position.
