Summary Explanation/Background:
The City is the Applicant to amend the County's Environmentally Sensitive Lands (ESL) Map to remove the designation on the Air Park airfield. The process for amending this plan is similar to a Land Use Plan Amendment because the ESL Map is adopted within both the Broward County and the City's Comprehensive Plans. The dominant reason to remove this designation from the ESL Map is that wildlife habitat and large stands of trees are incompatible with aviation operations and pose a safety hazard. The secondary reason to remove this designation is because they have not and will not be maintained in a condition that would make them eligible for preservation according to the County's criteria for a Local Area of Particular Concern (LAPC)/ESL designation. Thirdly, the areas are located on the portion of the Air Park that is deed restricted to Aviation Use in the 1947/48 deed granting the Air Park to the City. Development of Parcel Y, one of the last lease parcels available on the Air Park, was recently completed so the City needs to prepare future parcels for aviation-related development to remain in compliance with the deed restrictions granting the Air Park to the City in 1947/48. The Planning and Zoning Board unanimously recommended approval of this amendment at their meeting on January 22, 2025.
