Summary Explanation/Background:

Request for Proposals (RFP) E-17-23 was issued to obtain responses from firms to provide emergency debris management and disaster recovery technical program management assistance to the City.  City Commission approval of the ranking order presented by the Selection/Evaluation Committee is requested and authorization is requested for appropriate City staff to negotiate contracts with the two highest-ranked companies, with CrowderGulf, Joint Venture Inc., as the primary contractor, and DRC Emergency Services, LLC., as the secondary contractor.  Further authorization is requested to continue with the succeeding ranked companies should an impasse occur in the negotiations with one of the recommended companies.  Commission approval is requested.  Any resulting contract(s) from this solicitation will be on a standby basis, subject to activation following a declared disaster.   Costs incurred would qualify for FEMA reimbursement.
