Summary Explanation/Background:
This item will approve a Service Contract between the City and New Horizon Community Development Corporation, Inc. to operate a Summer Youth Employment Program (SYEP). The New Horizon Community Development Corporation (NHCDC) is a 501(c) (3) non- profit organization which has been in existence since 1997. NHCDC has operated the SYEP in the City of Pompano Beach and was awarded funds which served 80 students in 2016, 96 in 2017, 90 in 2018, and100 students in 2019. During COVID-19 in 2020 and 2021, NHCDC served 40 at risk youth and their families. The program is scheduled to run from June 17, 2022 to July 28, 2022.

The State of Florida's minimum wage is scheduled to gradually increase from $8.65 an hour to $15 an hour by September 2026. The first increase was on September 30, 2021 raising the current State minimum to $10 per hour, which will affect the program financially. NHCDC is taking initiatives to maximize the program's viability by reducing the number of targeted students to 50-60 at risk youth and their families, reducing the length of the program from 8 to 6 weeks, as well as requesting less funding. Even with these adjustments we will still exceed our strategic plan goal of serving a minimum of 30 students. The requested total amount for this agreement is $101,184.00.
