Summary Explanation/Background:
The Development Services Department and Pompano Beach Public Art Committee work together to initiate Calls to Artists. The submission and selection process is significantly more efficient when utilizing the web-based service known as CaF?(tm) which is hosted by the Western States Arts Federation (WESTAF). The City Commission passed resolution # 2015-149 authorizing city staff to enter into contracts up to $1,000. Staff has currently been completing service agreements with CaF?(tm) in accordance to this requirement; however, as the Public Art Program grows, more Calls to Artists are being created. The CaF?(tm) fee for one Call is $525 for the initial call (up to 250 applicants) and $150 for an additional 100 applicants. The Public Art Committee plans on completing up to seven (7) Calls to Artists this year. Packages are available which include discounts when bundling multiple Calls to Artists in one purchase.

Since the cloud based software license agreement is in a format other than the standard service agreement, it is staff's understanding a resolution and City Commission approval would typically be required. This resolution grants staff authority to approve this type of service agreement in an amount up to $5,000/year (an over estimate to maximize future flexibility).
