Summary Explanation/Background:
Article I, Section 3 - Voting Districts - of the Charter of the City of Pompano Beach mandates the creation of not less than five nor more than seven consecutively numbered districts. It also requires the City Commission to adjust the boundary lines of these voting districts into reasonably geographically compact areas as may be required from time to time in order that the apportionment of the City is, and continues to be, in accordance with the Constitution of the State of Florida and of the United States. In addition, this redistricting is to be done not less frequently than within the first calendar year following each decennial census. The attached report by the City's consultant, Kurt Spitzer and Associates (KS&A), briefly describes the redistricting process, identifies key criteria to be met in establishing voting district boundaries, provides a summary of the analysis conducted by KS&A, and includes a proposed 2021 Voting District Plan Map. The outcome of the consultant's analysis indicates, among other things, that adjustments to existing voting district boundaries are not necessary based on population deviations criteria alone.
