The previous property owner (Dina and Eman, Inc.) currently has a revocable license agreement with the City for use of adjacent City right-of-way related to monitoring wells. These monitoring wells are still active and being sampled from, and as a result the revocable license agreement requires an Assignment and Assumption Consent Agreement (attached) to be executed between City and new Owner,
