Summary Explanation/Background:
In an effort to protect the integrity of City's parking system revenue generating capacity, staff is recommending the utilization of a device to enable the collection of outstanding parking fines from egregious offenders who have at least three (3) outstanding regular or at least one (1) outstanding handicap citation. These violators tend to be habitual offenders who fail to comply with the City's parking code by not paying required parking fees or who have illegally parked in a marked handicap space. The Barnacle is a safe alternative to a traditional boot system. The Barnacle is a bright yellow device that looks similar to a common brief case that adheres to the windshield with 750 pounds of force. The parking enforcement officer can easily and quickly apply the device to the front windshield as opposed to kneeling down in traffic as is the case with a traditional boot system. An alarm and tracking system is then activated using the keypad built into the device. To remove the device, the driver simply calls the number on the device and once the outstanding fees are paid, they are given a code to release the device. The driver then has 24 hours to return the barnacle to the parking office, utilizing a drop box for convenience. The Barnacle software system is compatible with current enforcement software allowing seamless report and auditing capabilities.
